With reference to your telegram 17th July

as to the question of continuance of Colonial allowances with no deduction on getting commissions to police now serving new army it was considered during May 1916 but matter was not to be proceeded with

although persons cerned apparently were informed of proposal. Question arisen on receipt of letters from two police Swan and Dick at present serving with Black Watch writing that they had refused commissions they could not afford to take. Am advised that unmarried 2nd Lieutenanta can live on active service military pay and that there are officers so living here. Am adverse allowances should be made to single police but would suggest Government of Hong Kong continues to pay women and children of married police obtaining commissions regulation allowance they had already before promotion. I do not regard Hongkong police as coming under your despatch 4th May No. 82 my telegram 26th July in answer,
